Dollarization has turned a quarter of a century old in Ecuador and is more current than ever among the population. What are the keys to its success and its difficulties, according to experts?

On Sunday, January 9, 2000, Ecuadorian President Jamil Mahuad made the desperate decision to implement the dollarization of Ecuador’s economy in an attempt to stabilize the country, mired in an unprecedented economic crisis: bankruptcy of the financial system, freezing of savers’ deposits and rampant inflation that rose from 23% annually in 1995 to 91% in 2000.

Thirteen days later, Mahuad would be deposed as a result of strong social pressure, indigenous uprisings and, above all, the withdrawal of support by the Armed Forces, which deposed him and placed his vice president as the new president, Gustavo Noboa.

However, this would not be the end of dollarization in Ecuador. On the contrary, 25 years later, dollarization is one of the longest-lasting and most popular public policies in the history of the country, with an approval rating in polls close to 90%. This is no small feat in a country that had 21 different constitutions, the longest of which lasted 22 years.

Latin America’s transnational criminal landscape is reconfiguring due to the accelerated internationalisation and diversification of criminal organisations, which are able to control territory and project influence globally. Traditionally, cartels controlled limited territories and specialised on a single product, usually cocaine. The new criminal elites now traffic multiple products across extensive markets and regions.

The 17th edition of the Latin American Economic Outlook proposes a series of policy options to mobilise the necessary resources, based on co-ordinated actions between policy makers, the private sector and their international partners. It argues that public resources should be invested more efficiently, tax better collected and debt better managed. Even with those improvements, private resources will be equally crucial, as public revenues will not be enough to fund the deep transformations the region needs. The depth, access, inclusiveness and efficiency of financial systems must improve further, especially for the benefit of citizens and smaller firms. Businesses need stronger capital markets to finance their long-term investment projects. The report’s recommendations include the use of innovative financial instruments; renewing the role of development finance institutions; reinvigorated international partnerships to mobilise external resources; and the adoption of a shared regional agenda to address the challenging international financing context.
