Ahead of an important constitutional test, Ecuador’s President Daniel Noboa has begun to consolidate power. Recently, he removed a long-standing diesel fuel subsidy, raising prices from $1.80 to $2.80 per gallon, despite fears of large-scale protests by indigenous groups. Unlike previous episodes, the backlash has been more limited this time, largely remaining confined to regions where opposition is strongest. In an attempt to mitigate the unrest, Noboa has offered compensation measures, including tax rebates, to farmers, fishermen, transport companies and low-income households. He has also capitalised on divisions within the indigenous movement (CONAIE), with some regional groups breaking with the national leadership to support his re-election. Meanwhile, his government has declared states of emergency in several provinces and deployed the military to clear protest blockades. However, Noboa’s ambitions extend further: he is pushing for a Constituent Assembly to rewrite Ecuador’s constitution, which could result in the weakening of institutional checks such as the Constitutional Court and oversight bodies. A referendum on 16 November will decide whether to convene this assembly, permit foreign military bases and end public funding for political parties. His ability to enact sweeping changes depends on public support; current polls put his approval rating at between 45% and 50%, which is respectable but far from a commanding majority. Opponents, including CONAIE and the correísmo movement, remain active and may form alliances to block his reforms. Even if Noboa’s constitutional project fails in November, analysts believe he will continue to push the boundaries of executive power in order to preserve enough political space to carry out at least a portion of his agenda.
