Der Wunsch der Regierung Duques das Friedensabkommen zu ändern, könnte weitreichende Folgen haben. Viel hängt nun davon ab, wie die Kampagnenversprechen aus dem Wahlkampf umgesetzt werden. Der Versuch das Abkommen zu torpedieren oder Maßnahmen zu ergreifen, die die längerfristigen Ziele behindern, würde wahrscheinlich zu größerer Instabilität führen.

Ökologische und soziale Anliegen werden immer häufiger in Freihandelsabkommen verankert. Von Seiten der EU geschieht dies im Rahmen eines Dialogansatzes (»soft approach«); die USA wiederum setzen dabei auf die Drohung mit Handelssanktionen. Ein interessanter Fall in diesem Zusammenhang ist Kolumbien. Das Land hat Abkommen mit den USA, Kanada und der EU geschlossen, die von den jeweiligen Parlamenten erst ratifiziert wurden, als in den Verträgen auch festgeschrieben war, dass die Situation von Gewerkschaften und Arbeiterschaft zu verbessern sei. In den letzten Jahren war das Verhältnis von Handelspolitik, Nachhaltigkeit und Menschenrechten aber grundsätzlich umstritten. Die bislang gemachten Erfahrungen mit Arbeitsklauseln erlauben Schlussfolgerungen für die Ausgestaltung handelspolitischer Instrumente, auch jener der EU. Dabei bestätigt sich, wie wichtig Nachhaltigkeitsbestimmungen in Handelsabkommen und die Stärkung landesinterner Institutionen sind.

Das Papier entstand im Rahmen des vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung geförderten Projekts »Außenwirtschaft und Entwicklungsländer im Lichte der Ziele zur nachhaltigen Entwicklung«.

„Is Nearshoring worth it?“ – The Colombian Experience

The concept of Nearshoring is not new and has been a practice used by companies that, by taking advantage of the available and skilled labor at low costs in neighboring countries and their cultural and linguistic proximity in markets of interest, have been able to find efficiencies and generate growth. However, this concept has attracted greater interest due to the global crisis of COVID-19 which has generated enormous challenges and implications specifically in the disruption of supply chains. There are a large number of companies that established production plants in Asia years ago, motivated by low costs and incentives, which were strongly affected by restrictions on the mobility of people and border closures. This situation revealed imminent risks due to the high dependence of many industries on having their production concentrated in Asia.

Around this issue, recent studies have shown that one of the biggest challenges for companies in the next 3 years will be the diversification of supply chains between different countries (McKinsey & Co. "Economic Conditions Snapshot, March 2020"). Moreover, articles from The Economist on the future of global supply chains, highlight countries such as Colombia, Costa Rica, Morocco and Tunisia as potential winners of these changes (Covid-19's blow to world trade is a heavy one"). However, there are sceptics about Nearshoring, who argue that this practice is not necessarily a trend, as an eventual relocation of production will happen only if it makes sense for the business. Therefore, this panel interest is to deepen into what Colombia has to offer for shifting supply chains based on the experience of German companies, on the analysis from consulting firms and the Colombian government´s economic reactivation strategy.

La Embajada de Colombia en Alemania, en cooperación con el Instituto Cervantes de Berlín y el Instituto Ibero-Americano, tienen el gusto de invitarlo al conversatorio: Colombia 200 años después de la Independencia, el jueves 11 de junio de 2020 a las 18:00 (Alemania) 11:00 (Colombia).

Nos complace contar con la participación del Profesor y Académico colombiano, Fernando CEPEDA, en un espacio académico en torno a Colombia y sus 200 años de tradición democrática. En este evento se observará el camino que Colombia ha recorrido desde la fundación de la República, pasando por diversos desafíos y observando el proceso de consolidación institucional, hasta llegar a los múltiples logros que el país ha tenido en cuanto a su economía y el manejo de sus recursos. Fernando CEPEDA nos mostrará el Bicentenario como una oportunidad para reflexionar y proyectar a Colombia hacia adelante por medio de esta conversación.

La charla será moderada por la periodista colombiana, Claudia Zea SCHMIDT, quien ha sido corresponsal para la Deutsche Welle y para canales latinoamericanos y, desde 2002, planea y realiza proyectos para medios impresos, radio y televisión. SCHMIDT es apasionada por la cultura, la ciencia y la política; además, es coautora del libro ‘La gran transformación’, una novela gráfica sobre el cambio climático y su impacto en la sociedad.
